Condoms enjoy worldwide recognition, even in resource-poor regions of the world; however, it is estimated that only 750 million people worldwide currently use them as a means of preventing pregnancy and protecting both partners from STDs.

This round of the Grand Challenges Explorations program was designed to support research that would improve the reliability and safety of condoms as well as to enhance their sensitivity.

"Male condoms are cheap, easy to manufacture, easy to distribute, and available globally, including in resource poor settings, through numerous well developed distribution channels.  The current rate of global production is 15 billion units/year with an estimated 750 million users and a steadily growing market. When used properly, they reliably protect females from pregnancy and both partners from numerous STIs, including HIV transmission, making them a prime example of a multi-purpose prevention technology (MPT). Their use does not require a prescription, a skilled health provider or in fact any healthcare provider or healthcare delivery system.  There are no adverse events associated with their use, a statement that cannot be made for any other contraceptive or STI-preventive product. They are user controlled, user applied devices that are simple to use and easily transported. These characteristics make male condoms the perfect MPT product, especially for low resource settings. 

The one major drawback to more universal use of male condoms is the lack of perceived incentive for consistent use. The primary drawback from the male perspective is that condoms decrease pleasure as compared to no condom, creating a trade-off that many men find unacceptable, particularly given that the decisions about use must be made just prior to intercourse.  Is it possible to develop a product without this stigma, or better, one that is felt to enhance pleasure?  If so, would such a product lead to substantial benefits for global health, both in terms of reducing the incidence of unplanned pregnancies and in prevention of infection with HIV or other STIs?" -from the Global Challenges Explorations description

Denuncias de los padres

Una madre relató que su hija de 16 años estaba en una sentada en Gran Vía y fue golpeada a porrazos en la cara, estómago y en el trasero por unos antidisturbios. Dice que hay más menores con sangre y quiere reunir a más padres afectados para presentar una denuncia colectiva. Varios heridos fueron auxiliados por la peatones y hosteleros de la calle Lepanto. Los testigos relatan que hay estudiantes heridos.

Un empleado de un hotel contó que a las 14.30 horas, vio una especie de carga policial en la que participaron entre 25 y 30 antidisturbios, en el entorno del monumento a los pescadores. Según este testigo, había unos chicos sentados en el monumento y gritando lemas mientras que otros se dispersaron hacia la calle Lepanto. En medio, había policías protegidos con escudos que corrieron por Gran Vía. Asegura que los agentes agarraron a varios estudiantes y usaron la porra mientras que, cuando volvió la calma, unos estudiantes lanzaron botellas y volcaron dos contenedores.

#ErasmusRIP y toda la revolución que ha surgido a partir de la decisión del ministro Wert de retirar las becas Erasmus.

El programa Erasmus fue creado en 1987 y su nombre se debe al filósofo, teólogo y humanista Erasmo de Rotterdam. Desde entonces, este programa se ha ido llevando a cabo con éxito cada año, aún viéndose reducida la cantidad de dinero recibida por cada estudiante. En general este programa siempre ha cosechado buenas críticas en cuanto a que es una gran experiencia y cada alumno que ha disfrutado del programa relata que es una de las experiencias más enriquecedoras que ha vivido.

Uno de los aspectos más importantes de este programa es la dotación económica. El dinero destinado a los Erasmus se ha reducido progresivamente cada año. En 2011 el Ministerio contaba con 62 millones de euros a repartir entre todos los estudiantes Erasmus, posteriormente en 2012 la cifra se reduce, siendo ahora 41 millones a repartir, y finalmente en 2013 la cantidad se ha visto extremadamente reducida, siendo solo 15 millones los recursos a repartir entre 40.500 estudiantes aproximadamente. Esto quiere decir que la inversión del Ministerio de Educación en becas Erasmus se ha reducido un 63% de 2012 a 2013. La dotación económica que cada alumno recibe con la beca es actualmente de 100 euros, 85 euros más si se es becado MEC.

¿Qué ha ocurrido?

A pesar de los recortes en educación, todos los estudiantes han tenido que “asumir” dichos recortes y hacerles frente de alguna u otra manera. Parece que todos los sacrificios que los estudiantes están haciendo (no solo los universitarios) no son suficientes para el ministro José Ignacio Wert Ortega.

El conflicto en cuestión comienza cuando el martes 29 de octubre se publica en el Boletín Oficial del Estado (BOE) lo siguiente:


Artículo 2.

Beneficiarios.

Son beneficiarios de la subvención los estudiantes seleccionados para su participación en el programa Erasmus en el curso 2013-2014, de acuerdo con los requisitos establecidos en la normativa reguladora del programa de Aprendizaje Permanente, publicada en el «Diario Oficial de la Unión Europea» de 3-08-12 (Convocatoria de propuestas 2013 EAC/S07/12), y que a su vez hayan sido beneficiarios de una beca de las denominadas de carácter general concedida por el Ministerio de Educación, Cultura y Deporte durante el curso 2012/2013 a través de las convocatorias realizadas por las Resoluciones de 2 de agosto de 2012 de la Secretaria de Estado de Educación Formación Profesional y Universidades, publicadas en el «Boletín Oficial del Estado» de 14 de agosto, y sus oportunas resoluciones de concesión.

En términos coloquiales la modificación del BOE quiere decir que habiendo iniciado ya el curso 2013-2014 y estando los becados ya en su lugar de destino se decide sin previo aviso y sin comunicación alguna que la beca para poder vivir en el país elegido iba a ser eliminada. Además, por si este problema no fuera suficiente, solo iban a poder disfrutar de la beca Erasmus aquellos a los que les fuera concedida la beca de carácter general que otorga el Ministerio de Educación, Cultura y Deporte. El ministro Wert junto con su equipo toma esta dramática decisión que para miles de estudiantes supone no poder seguir llevando a cabo su programa Erasmus.

 


2. Introducción.

Habiendo realizado la contextualización del asunto que vamos a tratar, se pasará a abordarlo mediante varios conceptos que ya conocemos. Empezaremos poniéndole atención a la fuerza de la opinión pública que ha tenido el asunto y como ha repercutido en toda la sociedad. Esto nos conduce a hablar de la esfera pública digital, porque si todo el revuelo ha llegado a tantas personas y además tan rápidamente, ha sido a causa de los medios digitales que nos rodean hoy en día. Lo cual, también nos llevará a habalr de la opinión pública agregada que ha producido un confrontamiento directo con el causante del conflicto, el minsitro Wert. Y para concluir, hablaremos de la esfera pública central y la esfera pública periférica, para poder explicar como se ha "resuelto" el conflicto ya que las esferas periféricas han logrado introducirse en la esfera central.

3. Fuerza de la opinión pública.

Todo comenzó un terrorífico 31 de octubre, fecha en la que el blog La taberna global (www.latabernaglobal.com) de índole satírica y crítica, publica un post titulado Psicosis. El Ministerio apuñala a los estudiantes Erasmus que no reciban la beca de movilidad.

Por la fecha en la que se produce el descubrimiento bien podía ser una pesadilla, pero la pesadilla traspasaba el sueño y era real. Tan real era que la publicación en el BOE pasa desapercibida para la mayoría, pero el blog La taberna global lo descubre y lo saca a la luz, quiebran la esfera privada siembran el terror sin saberlo pero aún así no tienen la repercusión que debería tener un tema de este calibre.

El nuevo sistema se desconoce hasta que nuestra protagonista, la heroína de la terrorífica historia, Laura Zornoza termina por romper del todo la esfera privada. Lee el blog, no lo puede creer, lo relee, se asusta, se sorprende y decide reaccionar. ¿Cómo? Lanza una petición de recogida de firmas a través de www.change.org. Es en este momento en el que poco a poco los demás estudiantes comienzan a enterarse, y se empieza a difundir la información. Empiezan a ser un número importante de gente (no solo de alumnos) la que se une para luchar. La herramienta Change.org permite situar a todo aquel que se vea afectado o que le importe el problema a favor de que la decisión de Wert sea revocada. Todos aquellos que se sienten indignados por la decisión de Wert deciden seguir la opción de Laura Zornoza, y plasman su firma en Change.org.

Es en este momento en el quese aprecia que cada vez son más y más las personas en contra de la decisión de Wert, y es sabido gracias a las redes sociales (como por ejemplo, Twitter). Ahora hay más personas unidas, todos los Erasmus ya en destino, así como los que esperan su turno, se unen, en todos los países, todos son los afectados, todos son una fuerza. Se pasa de romper la esfera privada por un blog y por Laura Zornoza, a llegar a ser un movimiento, a unir a miles de personas contra una misma razón. De este modo los “poderosos” (Wert) se ven expuestos a la opinión pública, una opinión pública que cuenta con las cinco características esenciales para hacer fuerza.

4. Esfera pública digital.

La aparición de la petición de Laura Zornoza a través de Change.org provoca cierto revuelo en las redes sociales, así comienza a divulgarse la decisión de Wert, generando una red de comentarios en torno al tema, y creándose así, una ciberdemocracia de ciudadanía. En este caso la petición de Laura Zornoza sería el manifiesto que los ciudadanos tienen la posibilidad de firmar si están de acuerdo con lo que en él se pide.

Así pues, se crea una cibermultitud en la que se unen estudiantes Erasmus, otros que no lo son y gente que simplemente está en desacuerdo con la decisión tomada por el ministro de educación. Además es toda esta cibermultitud la que a través, principalmente, de la red social Twitter promueven que se firme la petición de Laura Zornoza utilizando dos hashtags que adquieren tal relevancia que en pocas horas se convierten en Trending Topic  (#erasmusrip y #salvemosErasmus). Es en este punto en el que los medios interpersonales cobran relevancia haciendo participes a todas aquellas personas que aún no conocían la reforma.
